The February 22 election of the President of the Assembly permanent Chambers of commerce (Acfci) lance truly consular reform. On January 1, 2013, after two years of transition, it will make the 22 regional chambers (IRCC) the backbone of the network of 148 existing rooms (CCIT), capped by the Acfci whose role at the national level will be strengthened.

Yes, I am candidate to the Presidency of the Acfci. I was a loyal lieutenant of Jean-François Bernardin, but I'm André Marcon and I represent another generation and we find ourselves at a time key for the ICC. The context is quite different from that of the previous election. We are in an exceptional situation for the crisis, exceptional enterprises also for ITC which prefigure somehow the reform of territorial communities and we have to be a laboratory. Exceptional finally because we are going to implement the reform of the ICC which disrupt our landscape. We must also reconcile the network because this reform has been fierce debate.

What is the Acfci today

So far the Acfci was the Assembly of the Chambers, it had no power of the members constituting the, it should be, I was going to say simply, at their disposal. Texts do not facilitated the implementation of the operations which empower the entire network. But we knew be breaking that have not yet made the territorial communities: general competence in the consular network is now delegated to the regional level. In the previous parliamentary term, in relying on the richness of the network, the Acfci has achieved its objectives in the creation of companies, international action, learning... This experience, it must go much further. I wish that the JCRB and the CCIT appropriated completely the Acfci.

How will you do

A national organization that merely give directions doesn't work. My experience as President of the Regional Chamber taught me there if support on what works at the local level to regional, or national level. It must also be much more interconnected, more extroverted. With a collegial governance and the importance given to the regions, we will able to forge a common doctrine that we did not so far, discuss it with the Medef and CGPME and do know and recognize. I also communicate more on good practices of the JIU to develop, strengthen our expertise, develop partnerships. These are huge sites. Failure created by the reform will therefore give us the means to succeed by the national standard of good practices in the territories and not the reverse.

The wounds of the reform are sufficiently healed to this

I am a man of land and a contractor. The team I'm form is agreed on these ideas and this project and we want to advance the system. We respect the past, but we must build the future by exceeding the quarrels of men. What is important is the willingness to work together for a common ambition: to make the IAB network an essential interlocutor of territorial economic development.
