End of life, surrogates or status of the in-laws... The Secretary of State for the family, Nadine Morano, regularly takes iconoclastic positions to the right. It is explained and detailed bill on adoption it presents today by the Council of Ministers, one year after Jean-Marie Colombani proposals on the subject. This text includes three components including stricter supervision of approval issued to the persons wishing to adopt and an extension of the capacity of action of the French Agency for adoption. It also aims to facilitate the adoption of children to social services. A sensitive issue in France, where social workers prefer the maintenance of the link with the biological parents. In 2007, 3.937 children have been adopted including 775 France and 3.162 abroad. Some 29,000 couples or people are waiting to adopt a child.

What can your reform facilitating the adoption of neglected children

Bill enrolled in a broad action plan to improve the conditions of adoption in our country. One of the pillars of this text is to foster the adoption of children placed in social services and abandoned by their parents. The figures are eloquent: about 23,000 children by judicial decisions, just 219 statements of abandonment were made by justice in 2006. And these children remained previously averaged six years in foster care. It can no longer take! For many growing up a child needs love and stability! This is why social workers should say each year if or not the children that they are abandoned by their parents. From this report, the Prosecutor may request a further investigation or enter directly the tribunal de grande instance of an application for declaration of abandonment. Each must take its responsibilities, because the years lost to not to decide on the fate of children cannot be caught. Children in situations of abandonment are entitled to a future!

Is it not a way to force the hand to social workers, who remain very attached to the maintenance of the biological link

We are all attached to the biological link that child protection was essential to maintain mission. But, in some cases, the interests of the child, it is sometimes seen turning their that his parents are in backs sustainably. All decisions will be taken on a case by case basis: there may be costed objective. This reform will not be against social workers but well with them. I have assigned mission at Igas to consult widely and to prepare for back to a repository on abandonment which should set specific criteria and which will guide the social workers in their decisions.

Some 60 personalities come to launch an appeal to the legalization of the surrogates. Do you think that this debate could result in the revision of legislation in bioethics in 2010

I am in favour, because it is a response to uterine infertility. It will not prevent a couple who may become parents go abroad benefit women carrying practices. Need us a French, very box device that would allow women cannot ensure their child pregnancy entrust to another, without pay, but with a compensation of the costs of maternity. Informed consent and a convention signed in the judge as to the United States would be required. The debate is necessary. I much consulted and listened to, I am convinced that we can evolve on this issue.

Are your positions not out of step with a majority still conservative on the societal topics

I am in any case attached to traditional values, but I do not deny the reality. I feel the Minister for all families! Parliamentarians from right of today are much more open than they were at the time of the debate on the pacs ten years ago. They found that this had undermined traditional family or birth. They will demonstrate in the coming debates they are taking with the evolution of society and look at the future with modernity!
